James T. McIntyre served in President Jimmy Carter’s cabinet as the 24th Director of the Office of Management and Budget (OMB). Mr. McIntyre specializes in the areas of government relations, financial services, tax, insurance regulation and trade association law.

Arshawn Teymoorian specializes in advising financial institutions, insurance agencies, InsurTech startups, insurance agents, surplus lines brokers, managing general agents, insurance consultants, and third-party administrators, on a broad range on insurance regulatory issues.

Robert J. Batson, III has over 20 years of professional experience as a licensed attorney working both in the federal government and the private sector. With experience in a presidential administration, on Capitol Hill, and with several national trade associations, Batson understands the needs and concerns of corporate clients as they strive to meet federal requirements and accomplish their goals.

Jeff Klein serves as Of Counsel to the firm, with over 40 years of experience representing insurance carriers, brokers, and financial institutions in regulatory and government relations matters. He has served with an insurance trade association, a carrier, a major broker, and its parent bank, prior to joining McIntyre & Lemon.

Deborah Oblon has over 23 years of law firm experience and serves as the firm’s Office Administrator. She supports attorneys with the day-to-day operations of the firm, including accounting and billing, accounts payables and receivables, attending to client requests, and working with vendors.

Ferdinando Scappaticci is a recent graduate of the University of San Diego School of Law who supports the firm’s attorneys on regulatory and government relations matters. His passion for this work began during an internship with the Office of Congressman Darrell Issa, where he gained insight into the legislative process and the complexities of government operations.
