James T. McIntyre

James T. McIntyre was a founding partner of McIntyre & Lemon, PLLC. He specialized in the areas of government relations, financial services, tax, insurance regulation, and trade association law. His distinguished career includes serving as the 24th Director of the Office of Management and Budget under President Jimmy Carter, where he played a key role in shaping federal fiscal policy.

Prior to founding the firm, Mr. McIntyre practiced law with Hansell & Post and the McNair Law Firm, representing major corporate clients across the banking, insurance, and manufacturing sectors. He has been a trusted advisor to trade associations and independent broker-dealers, particularly on worker classification and regulatory matters.

Mr. McIntyre was instrumental in the passage of landmark legislation including the Gramm-Leach-Bliley Act and the Dodd-Frank Wall Street Reform and Consumer Protection Act. He authored amicus briefs in the pivotal VALIC and Barnett Bank cases before the U.S. Supreme Court and contributed to successful outcomes on bank-insurance issues in numerous states across the country.

Now retired, Mr. McIntyre enjoys life on his farm in Virginia with his wife Maureen and their horses, reflecting on a career marked by public service, legal excellence, and enduring impact.

Chrys D. Lemon

Chrys D. Lemon (1959–2021) was a founding partner of McIntyre & Lemon and a distinguished attorney whose career spanned more than 25 years in financial services and insurance law. He was widely respected for his deep expertise in regulatory and compliance matters, particularly in advising bank-owned and bank-affiliated insurance agencies, insurance companies, trade organizations, and consumer financial services providers.

Before co-founding the firm in 1996, Chrys served as a pilot in the United States Air Force, instructing student aviators in the T-38 jet trainer. He later worked as an analyst in the Office of the Secretary of Defense, bringing strategic insight and discipline to his legal practice.

Chrys was known not only for his legal acumen but also for his warmth, generosity, and quick wit. Clients and colleagues alike valued his thoughtful counsel, his unwavering integrity, and his ability to bring clarity and humor to even the most complex challenges.

His legacy continues to inspire the work we do. Chrys is deeply missed by all who had the privilege of knowing him.
